Ford Repair: FUEL FILTER REMOVAL, filter line, circular disk

I need your help, hopefully you can help me even if I have a 1998 Ford Explorer. Im am trying to remove a fuel filter on my explorer, its under the rail on the drivers side. In order
to remove this filter I was told to use a plastic circular disk
which goes over the fuel line. You are supposed to put this over the filter line and then pull the filter off. I have tried everything, a screwdriver, pliers etc. But Im not having any luck
is there another tool that I can use, do you have any ideas -

there is a removal tool that fits into the fuel filter line. you can buy it from your local parts store for about 10 dollars for the whole set. any other tools will not work or be affective. you can also go to you tube. you will actually find video's on this. it's pretty cool
