it is a freexe plug, your vehcile was obviously a canadien build. you remove the plug by drilling a small hole into it and driving a large screw or bolt into it and pulling it out with a pry bar or a make shift puller. sand the inside of the whole lightly and any auto partsstore sells expandable freeze plugs made of rubber. you insert this into the hole and tighten till the rubber gets tight enough to seal. very easy to do. the electrical plug you speak of is a block heater. very common in canada to keep engine warm.
