QUESTION: Can that part be replaced or repaired without replacing the camshaft?

ANSWER: yes you have to pull timing cover to gain access it bolts on front of cam -you can pull fuel pump off and push rod or fuel pump lever in timing cover and have someone spin engine over to see if eccentric is still connected and working if so then that is not your problem. with rod push against eccentric it should move up and down while engine is spinning over-good luck.

QUESTION: What is the exact name for that eccentric mounted on the front of camshaft gear? I've tried calling autopart stores, but they don't know what I'm talking about.

Answer
when i worked at the ford dealers we always called it a fuel pump or cam eccentric although i have only ever replaced two of them-you need to be sure that is your problem-the small line up stud can break off or cam bolt can back out. call a ford dealer it may be obsolete now but they should be able to tell you the correct name of it. good luck.
