Ford Repair: 99 Ford Windstar, diagnostic computer, ford windstar

My 99 windstar has a check engine light that stays on and it starts flashing periodically and the van runs really rough. There is also an obnoxious noise coming from the gas cap. I have replaced the gas cap. A friend of ours did hook some kind of diagnostic computer up to it and it came back "low fuel bank 1 and 2".

I am unfamiliar with that code. However,fortunately most retail parts stores offer that same diagnostic service for free. The actual codes themselves will help us tremendously. Normally the truck doesn't run rough with an emissions code, so that tells us that your problem may be the fuel pump itself. If the van is not able to drive, ask your friend for another big favor.
