Ford Repair: Fuel collison cutoff switch, fuel pumps, dual gas

Hello, I have a 1988 F-250 XLT. The motor turns over but it does not run. I replaced the fuel filter and checked the fuel pumps (Dual gas tanks) which both have power but are not pumping gas. It seems unlikely that both pumps would fail one right after the other. I suspect it may have to do with a faulty fuel collision switch. I do not have an owners manual and I can't seem to locate any switch. The local Ford Dealer is less than helpful. Any idea were it is located and what it looks like?

if they have power it is not collision switch-do they both have ground if they have sufficient power and ground it's the pump/s it would be odd for both so be sure and check ground it is often overlooked and make sure your are checking correct power wire.
