Ford Repair: car starts hard, haynes manuals, engine fires

I own a 1989 Ford Probe with approx. 115,000 miles. The engine is a 2.2L turbo and runs perfect after struggling to start. The engine turns over fine, but fires only a little, but not enough to start. After turning the engine over and engine fires a few times the car will struggle to and finally start, but barely. If the outside air temp is below zero you may as well not try to start car, the colder the worse for starting. It their a cold air valve or a valve that squirts gas into intake to assist in cold start on this car? I have a friend who has a 1985 Toyota pickup that he replace the cold start valve and the pickup fires right up when cold. Did not before, it acted just like my car. Did the usual tuneup, wires, rotor, cap, plugs, filters, whatever my local parts store could think of for servicing, i changed. Any help on this problem would be appreciated. Thanks

There is an air charge temperature sensor. Is the check engine light not on.If so, have the codes retrieved by the guys at your parts store. There should be a code. The OBD-1 retrieval port is located on the drivers side of the car, under the hood. There are also detailed instructions in most haynes manuals on how to retrieve the codes.
