surges at ilde ,have replaced plugs wires cleaned carb replaced leaking diafram.

without have it hear i would say first check for vacuum leaks especially around intake manifold by spraying water or carb cleaner around vacuum hoses/fittings and intake. should not be hard to fix if you don't find a leak take it to a repair facility (reputable) if it is smooth above idle and only surging not skipping it shouldn't be to costly.
