Ford Repair: EEC blowing fuse 4.6 thunderbird, fuel pump relay, marine mechanic

I was leaving a steep parking lot and when I turned left I heard a scrape and 5 seconds later car died. I have a 1996 thunderbird with a 4.6 in it. I changed the pcm three months ago and have no had a problem. Blowing number 15 mega fuse in engine compartment. Tried to replace but still blew. Any ideas or have you heard of this happening. I am a marine mechanic and I just thought I would ask for knowledge before I started a teardown of wiring. Thankyou for your support

look around radiator and battery for black relay box should be about 4-5 inches square or rectangular shaped inside box is four main relays one is pcm relay another is fuel pump relay either which will kill engine if de-energized so look around this area for bad wire shorted or rubbing something-also look underneath especially for bad 02 sensor wire maybe shorted out or maybe even melted on the exhuast.
