Ford Repair: 1995 F-350 7.5L power on hills, bully dog, shift points

Hello,
 I have the above vehicle and would like to know why it is slow on hills when towing. It seems to have plenty of power the slower I go (40 - 45 in second) up hill. Could it be the lower geared transmission ( 3-speed shifts to third at 30 mph) or is possibly starved for air.

Is this a recent problem?If not there are great performance mods for your truck to improve the power.Bully Dog, K&N, etc.With the Bully Dog you will be able to adjust all kind of things like the shift points you have mentioned.Well worth the $250-$350 investment.
