Ford Repair: 98 windstar idle control valve, haynes manual, vavle


Question
My 98 windstar starts sluggish and then idles fine after a few seconds and sometimes doesn't start at all. Am assuming its the IAC valve based on other Q's and A's. I turned ignition on checked for voltage at the IAC wiring harness based on Haynes manual and am only showing .02 volts and not the 10.5 - 12.5 volts as per manual. Could this be the reason for the poor starts and what other steps could I take to find low voltage fault?

take it off and check it it should be opened and it should spring back , they normaly start sticking , i would replace it very common problem ...u will see 2 holes under the vavle and a spring on side and something else in other side and that is what sticks, let me know how u made out

i also forgot that those mininvans have a vacum leak problem that causes the vechicle to stall its teh pcv hose that leaks check that
