Ford Repair: Ford Mustang 5.0 wont start, safety mechanisms, ford mustang

It's a complicated one, but I have an 84 mustang (302 ci and C5 A/T) with 13.05 volts to the positive side of the solenoid.  When I turn the key to start, there is no power getting to the starter side of the solenoid.  Are there any safety mechanisms in place or shouldn't the charge get to the other side by turning the key?  It does nothing....doesn't click...no sound at all.  Thanks for any help you may provide.

  I'd just replace the solenoid (since you didn't mention doing that already, I'll assume you haven't).  An easy way to test the solenoid is to jump the starter at the solenoid.  Just take a screwdriver and lay it across both of the posts on the solenoid.  If it's good the motor should turn over (it won't start, but it'll turn over).  If it doesn't do anything then it's a good bet that the solenoid just needs to be replaced.  Hope this helps.
