Jared-

It sounds like you've got a bad fuel pressure regulator.  The problem is that you're getting too much fuel at idle and low in the RPM range, but when the engine speed goes up the fuel is just right.  Plus black smoke means you're running rich.  The factory regulator is not adjustable so what you'll need to do is make sure all of the vacuum lines are properly connected.  If they're not or they are but cracked, that's probably the problem.  If the lines check out ok, you probably need a new regulator.  I'd personally recommend an aftermarket adjustable unit like one from Kirban or Aeromotive.  They cost a little extra, but they're built better and have the added luxury of adjustability.  Hope this helps.
