WHAT IS A RUNNER CONTROL VALVE

  I'm assuming you mean the runners on the intake manifold.  A lot of newer cars have what are called CMRC plates (it stands for charge motion runner control) that open one set of smaller runners at low engine speed to increase torque and throttle response and then switch over to a larger set of runners for higher rpm breathing.  Sounds like the control for you CMRC plates isn't working so your engine isn't performing as well as it should.  Hope this helps.
