Ford Repair: ABS - Ford, cv axle, wheel speed

135,000 miles

ABS actuates at low speed.  Prior problem was a wheel speed sensor.  

All 4 replaced this time - problem still exists.  No ABS or brake warning lights.

Brakes replaced - pads, rotors/drums.  All work well.  All rings are in good shape.
Any suggestions?  Thanks in advance.

I have seen this before. Very carefully check each exciter ring on the front outer CV axle. Right under the speed sensor. If it gets a crack anywhere in that ring the ABS sees it as a wheel locking up and activates the ABS. Be sure to check both front axles and also the rear wheel exciter rings.
