Don, I don't have a service or owner manual for a 1993 Topaz, and that is where you would find the information you need.  
Alternately, you can use a 12v test lamp to check all the fuses, and be particularly looking for one that is powered all the time for this circuit... if only one side of the fuse has power, then the fuse is blown and needs to be replaced.  Then look for the cause of the blown fuse... bare wires in the trunk or under the dash at the brake pedal switch, etc.
You can get a replacement owner manual or service manual (EVTM - Electrical/Vacuum/Troubleshooting Manual) from the printer that makes them (HELM, Inc. can be found on the web, as they make most manuals for most manufacturers) or maybe at you local dealer.  Your local dealer might even have a copy, although the on-line manuals we use frequently are only available for the most recent 10-years of models.
