Ford Repair: Lights wont go out, fuse panel, water leaks

I have a 97 ford f250.  The parking lights won't go out.  If I pull the fuse they out.  I put the fuse back in and they stay out until I turn the lights back on and then they won't go back out. I thought maybe a faulty switch.  I removed the switch and the lights were still on.  I pulled the relay out with the same results.  Any suggestions?

To accurately help you, it will help to know if this is only the front park lights, or all the park lights. Evidently you have autolamps, otherwise there are no relays except for the trailer tow relay. These trucks had some problems with water leaks on the interior fuse panel, and corrosion creating shorts and electrical problems. This is a possibilty, however I would expect you to have other problems as well.

You could have a socket or bulb problem creating feedback voltage on that circuit.
