Ford Repair: Fuel problem, rubber mallet, gas tank

'02 Ranger after start up the car does not want to start. The is no gas coming out of the fuel filter when I trun the key. Possible fuel relay or fuel pump? Where is the location of fuel relay?

Most likely cause would be a bad fuel pump inside the gas tank.  You can try the old rubber mallet trick on the bottom of the tank sometimes will get the pump running, but that is a short term fix. Remember it only has power for 2 seconds after you turn the key on. Your owner manual will show you which relay runs the fuel pump under the hood.
