Ford Repair: 1998 kia sephia A/c Fan wont turn on, kia sephia, 1998 kia sephia

My 1998 Kia Sephia 1.8 liter has a fan problem.  Of the two fans in front of the radiator the one that sits in front of the A/C compressor does not turn on.  When I turn on my A/C it does not get cold and my "check engine" light occasionally comes on.  I don't believe that this car has a fan switch because it is on the newer side.  Also, I rotated the fan manually to see if it was frozen and it is fine.  I am also going to hook up a 12v supply to the fan to make sure that it works.  Assuming that the fan does work but just won't kick on can you please offer any advice as to why the fan doesn't kick on and what steps I can take to repair the problem?  

Ps--Every now and then, when I turn the car off, it often won't turn back on until it cools down a little bit. Of the two fans the other fan does work.

Check your fuses, and relays, Kias are know for this. I used to own one  2000 Sephia, they are junk. Also like you say check your fans with the 12 volt hook up. Could be a blown motor. They dont make this Sephia anymore, to many recalls and problems... Thanks..
