Ford Repair: Climate control Fan, electronic speed controller, mercury mountaineer

My multispeed fan doesn't work.  I still have fan on manual HI but none of the lower speeds.  I think it is two different fans.

99 Mercury Mountaineer with climate control.  Stopped all at once, no noise.  I think it is likly a control relay or module but can't find a part number or location for it.

Let's start with a self test of the system, assuming the Mountaineer has EATC and not manual A/C. To do this you press the OFF and FLOOR buttons simultaneously, then within two seconds press the AUTO button. You should see a tracer line running in a square circle for maybe 30 seconds, then a code should appear. If it is 888, no faults were found in the electronics. If another number comes up, send that to me and I will look it up.  

The blower relay is in the junction box under the hood. If you have the owners manual there is a diagram that shows the location of fuses and relays. The other fan control is an electronic speed controller, mounted an the case near the blower motor.  

Let's see if there is a code and go from there.
