Ford Repair: 1990 Ford Tempo seatbelts, ford tempo, passive restraint

Question
I have a 90 Tempo and neither front seat electric shoulder harness will operate, I have checked the fuses and all are ok, according to Chiltons Manual I need to check the passive restraint control module but I can't find it, neither of the belts even try to move so I am figuring an electrical problem, the belts do move freely if you disconnect the motor so I know it's not a track problem

Answer
At the dealership we had a test box for that system, but it might be rare to find someone that still has that tool.

As far as I recall those track systems only came in one piece, with the motor and everything. There is a switch at each end of the travel, if any of those switches fail the motor will not run. I will try to find you the location, my memory doesn't recall where the module is. It has been a while since I worked on that particular type of car.

UPDATE: The module is behind and above the glove box door
