Question
my mom's crown vic 1992 wipers stop (when you turn them off) in the up position! can they be moved back down?  

Answer
Two things can cause this: the wiper switch is common for failures due to resistance built up on the contacts. This switch is easy to replace, it is the turn signal switch on the left side of the steering column. The other cause could be the park switch in the wiper motor. Neither is repairable, you would have to replace the part.

You may be able to grab one of the wiper arms and move it to the down positon, but it will get stuck again. If you try this, don't force the arm, nice even pressure and see if it will move. Too much and you'll just bend the arm or break it off.

The switch is the cheaper repair. Try wiggling the wiper switch end with the key on, sometimes that will cause enough change in the resistance to make it work ok temporarily
