Ford Repair: 1994 Crown Vic brake noise, crown vic, brake noise

I am considering buying the above car for my daughter.  However, when I test drove it there was a noise every time I touched the brakes.    The guy first said the rotors were probably rusty.  When I told him that it was not a grinding noise or any noise I have ever heard when any auto I have driven needed brakes, rotors, etc...that it was more like a motor or humming noise, he told me the it was an indication that the "leveling" system was working.  I said that I had never heard those were supposed to make a noise, especially EVERY time you touch the brakes.  Whether I touched the brakes lightly or pulled applied them to come to a stop, the noise was present until the car came to a full stop.  What do you think?

If the car is equiped with ABS then I would say that system has a problem and could be very expensive to fix. If not equipped with ABS then there is a brake problem with the rotors or pads. See if the seller will let you take it to your mechanic to get checked before you buy. He can also check for other possible problems under the car. GOOD LUCK!
