Ford Repair: flasher on 89 tbird, hazard flasher, fuse panel

I cant find the flasher on my newly aquired tbird. I  feel like an idiot even asking, I know where it should be , but do not see it under the dash, I have even looked under the hood. Am I missing something?or am I going blind? This is the last thing keeping me off the road with this car, Appreciate any help...    thank you , Walt

Hello and thanks for the question...I'll try to help.
The Fuse panel is on LH side of lower instrument panel.
Combination turn signal/hazard flasher is located to RH side of steering column opening reinforcement, mounted on a bracket.
