Ford Repair: tailgate stuck closed, ford f250, 1976 ford f250

Question
1976 Ford F250 Longbed

Ken -

The tailgate latch feels like it has but a small amount of play in it (like its stuck in the pulled up position).  Until recently I have been able to get the tailgate open with some finageling and a swift strategically placed kick ... but no more.  It's all pretty rusty and its not clear to me how I might go about dissassembling it while it is still in the up position and attached to the truck.  From what I've read to date I just need to get at the offending rod (I believe that its only sticking on one side)and pull.  Once I get it back open I plan to take it off and do major surgery on it to get it back in normal operating condiditon.  Its been frustrating to the degree that I've considered taking a dremel to the latch ... but so far I've refrained from sacrificing the part.

Thanks!
Mark
