92 mercury grand marquis  anti brake light stays on need to get the codes  can it be done with a volt meter

Hello and thanks for the question...I'll try to help.
No the codes can't be read by a volt meter. You need to briefly ground a single orange wire.....usually located near the emergency brake pedal and count the flashing ABS light. Either that OR you can use a scan tool.
