Ford Repair: Ranger transmission, radiator, control issues, radiator stop leak, ball joints

1) On a '96 Ranger 2.3L, radiator, at the bottom right(back side) just above the hose is some type of large(>15mm)plug that seems to screw in, this then has a steel 1/4" pipe screwed into it, that leads out. I have a small leak coming from this "plug" that is flush to the radiator, I tried tightening it, but it wouldn't move. Can this part be replaced, is it just a washer gone bad, and finally could I just use a "radiator stop-leak" product?

2) Every bump/hole in the road will violently throw my truck all over the place at speeds greater than 45mph, like I'm loosing control. Tires are new/properly inflated. Would this be the ball joints or steering gear mounts gone bad?

3) This is the most frustrating, I'm guessing an overdrive solenoid? When cruising at highway speeds >50mph when overdrive is engaged, if I want to accelerate, sometimes(not all the time) the speed will actually fall(decelerate). You can hear what seems to be overdrive kicking in at a very low noise/hum, but w/no acceleration. One of two things will get it to kick-in and acclerate, taking my foot off the gas, and waiting a second, then try accelerating again, or just hold it where it is, and eventually(after 5 seconds) it will kick-in. I've already drained/flushed the fluid twice and added Lucas/Trans-X/ to the new fluid. The tranny does "shift hard" between gears in a fast acceleration mode, a lot softer if just leisurly acclerating. And it is at the proper level.

I know this is alot, and moreso, would be able to guess the estimate on this work performed? I'm wondering if it's going to be worth the cost(Blue book value is only $2K). Thanks in advance!

Hello and thanks for the question...I'll try to help.
 I never recommend any type of stop leak...I always tell the person to replace the defective part as far as the cooling system goes.
I would re-check the tires for a broken steel belt and proper balance.....Remember NEW doesn't mean GOOD.
The Transmission......sounds like the govenor is sticking. For this I would take it to a Transmission shop or the dealer ship, have them do a road test, pan drop, and scan for fault codes.

I thought I was being as specific as possible. Do you know the name of the radiator part I was referring too in question 1?
The tires are Firehawk Indy 500's(the highest rated tire out there right now), new and properly balanced, please re-asses my idea about balljoints/etc.
Finally, there have been no "check engine lights" to signal fault codes and I already performed 2 pan drops w/change of fluid,filter,gasket. How combersome is the governor to replace?

I thought I was pretty specific as well.
I think the part you are talking about on the radiator is the drain nut. No, this can't be replaced.
As for the tires......NEW does NOT mean GOOD. Have them rechecked for borken belts. Ball joints will "act up" all of the time they are in constant movement.
I would have a back yard/shade tree mechanic touch the transmission.......bring it to a transmission shop.
