Thanks in advance for any help. I have a 95' Ford Mustang. The car is not starting now. When it did start, the RPM's were going up and down, jumping around like crazy, and would stall out if I didn't give it any gas.  I have a check engine light that comes on, got the OBDII scan tool, and the OBDII scan tool gave me this code P1353: P1353 - "Manufacturer Contrl. Ignition System or Misfire".  I checked the OBDII website, and the site says that code P1353 is "Ignition Coil B Primary Circuit". I have no clue where the "Primary Circuit" is.  I'm assuming it's between the ICM and the Coil Pack.  The Chiltons manual doesn't state where this is.  The car was blowing the #18 fuse, which is for the Coil Pack. The fuse was blowing when I tried to start the car. Even if I just keyed it on without cranking it, it would blow. It's not blowing now after I replaced it a few times, but the car is still not starting. I checked the voltage going to the coil pack from the ICM. I assume that I should have seen fluxuating 0 - 12V when I tried to start the car. I get no voltage. I then figured it was the ICM. So I had the local shop put the ICM on a tester, and it checked out fine. I checked the continuity of the 3 yellow wires going from the ICM to the coil pack, and they are fine. I also checked for a short somewhere in that circuit, and can't find one. I am guessing the PCM may be a bit fouled up, or possibly the CKP sensor. I'm no mechanic, so I may not even be looking for the right thing. If you could help me out any, that would be greatly appreciated. Sorry for the long post.  Ok--let's start fresh.......
On the OBD II system ----CLEAR THE CODES with the scan tool.
Disconnect the battery...........wait 10 minutes....reconnect the battery........recheck for codes.....what are the codes.

Thank you.  I've already disconnected the battery about a week or so ago to clean the terminals of corrosion and such, 1. To clear the codes, and 2. Thinking that may help with the car starting and 3. To charge the batter(which I just replaced 2 months ago) because it was going dead from me trying to start the car with no success multiple times.  Since then, I have scanned the car with the OBDII scan tool numerous times with no success of getting any other codes.  I believe that I'm not getting any code because the car isn't starting.  I thought that the car had to actually start before an error code would register in the PCM.  Anyways, if I'm wrong, I'm still not getting any more error codes and the car is still not starting.  Oh, and I forgot to add that I have just replaced the plug wires with new ones about a week ago, I've replaced the coil pack about a week ago, the old plugs were replaces with Autolites about 6 months ago.  I did still take the plugs back out and clean them with a wire brush, and to regap them at .054.  This was all before I tested and relized that I'm not even getting any voltage to the coil pack from the ICM to fire the towers.  I was actually thinking now about checking the CKP sensor, and/or the voltage regulator.  I'm pretty sure I can take those off of the car and have them test them up at Autozone for me.

IF a fault is present......the computer should pick it up as soon as the key is on.......it does a self check within the first 5 seconds. I would seriously start looking at a replacement PCM...... just out of curiousity....do you fuel pressure? There might be a problem with the PCM, not controlling the ignition coil as well as the fuel pump circuit.
