Ford Repair: Ford Explorer XLT 1999, ford explorer xlt, canister purge valve

Hi Dave hope you can help me with my problem.I have a AUTO XRAY SCANER and it is telling me this. Initial tank vacuum reading fail. Leak check vacuum bleedup fail. Delta presure for downstream dpfe hose test fail.And my fuel presure is at 65 psi. I have replaced the following fuel pump,dpfe valve,fuel presure regulater,had injectors checked,fuel filter,the fuel pump control module.while im driving it hesitates and wile im standing still it builds up with fuel. It splutters when i take off. Tanking you in advance Gino

The DTC's would be more helpful, but from your descriptions I would guess that there is a blockage or failure in the EVAP system.  It could be as simple as a kinked hose, or bad Fuel Cap (the vent could be sticking).  Also check the Canister Purge Valve and Solenoid.  The DPFE hoses could be reversed triggering the hose failure code.
