I HAVE A 1998 FORD WINDSTAR WHEN YOU START THE VAN THE STEERING WHEEL JUST STARTS SHAKEING THE PUMP,THE RACK PINION, AND THE HOSES HAVE BEEN REPLACED. ANY INFO WOULD BE HELPFUL. THANKS JOE

Hi Joe,
It could be a number of things. There might still be air in the system. You can purge the air by lifting the front wheels off the ground and turn the steering wheel from lock to lock until all the air is gone, making sure the fluid level is topped off. If it still does it after all the air is out, you probably have a bad rack and pinion.
