Can the over assisted power steering of a 1999 Ford Expedition be reduced?

  I suppose it could, but you'd need a bigger pulley and a slightly longer belt.  Hot rodders have used this trick for years to slow down accessories and reduce parasitic drag and free up power (a bigger pulley means it turns slower)...I don't see why it wouldn't work to firm up the steering a bit.  You might check around in the aftermarket to see if there's a bigger P/S pump pulley.  Your best bet is probably a company like March Performance or maybe Sean Hyland Motorsports.  Hyland does a ton of development for overhead cam Ford motors while March is probably the biggest aftermarket supplier of pulleys around.  Hope this helps.
