Ford Repair: TPS, bolt holes, proper signal

I see you're quite knowledgable about the cars,but I have a truck problem,maybe you can help.1996 F 150 5.8L.          Idles at 2500
Replaced tps,still same problem.....replaced iac valve .....still same problem.  tried to set tsp to 1v. but the bolt holes do not line up,could only set at 3 v.HELP thanks,joe

You did not say whether or not you checked the voltage, so it is possible that you have a bad PCM. To check this:

first check forthe voltage signal from the PCM. Turn the ignition key ON (engine NOT running) and with a voltmeter, probe the wires of the terminals of the BPA-ISC (or IAC) valve electrical connector. It should read approximately 10.5 volts. This indicates that the BPA-ISC valve is recieveing the proper signal from the PCM. Next check the resistance of the BPA-ISC valve. With the electrical connector disconnected, check the resistance of the valve. It should be between 7 and 13 ohms.
