Ford Repair: 5.0 Mustang Idle problem and Emissions, dyno max, haynes manual


Question
1988 Mustang LX 5.0 (with air) 66,000 miles. (Stock)
Idle is surging and tends to want to stay about 12-1500 rpm but will drop down in pulses to 4-500.
Emisions co is currently running at 21.5GPM (Illinois standards run on a dyno)Max allowable is 15GPM.
I am getting 12-16 mpg city and maybe 20 highway.
Ox sensors have been checked a sevice station and are reading normal. Error codes prior to clearing the EEC-IV were showing 45. The solenoids TAB-TAD both are showing about 89 ohms. I don't have a vac gauge for the valves to be tested.
I am having some coolant disapear but don't see any on the ground. Also has a new radiator, no leaks.
How do I get this beast of mine to run smooth again and get it to pass emissions.
I have a Haynes manual as well as the 1988 Ford Shop/repair manual for EEC-IV that goes into the fuel, emissions circuit diagnostics. I have had 2 different mechanics look at this also.
Oh one more thing: Where do I hook up my DVM to adjust the TPS if I need to do this?

I'm sorry, I work at a Dealership and It's been a while since I've worked on an '88 Mustang.  My Service Manuals and EVTM's only go back to '94.  I will ask a few other Tech's I know if they have any ideas.  I'll update this answer after the holiday weekend.
