Ford Repair: fuel consumption, o2 sensors, fuel mileage

I have a 2003 ford focus ZTW with a 2 liter engine. I am getting only 25mpg I have had it into the dealer and they put it on there portable computer and took it for a test drive. They got 45.5mpg! the car is only rated for 40mpg. They said that this reading came off the duty cycle of the injector. does this computer also read the fuel pressure and O2 sensors while taking these readings. They don't seem to want to do anything about this problem. Is there any where I can find info on the codes or sensors for an 03 ford.

they can monitor all that
driving habits are the #1 reason for poor fuel mileage
when i get a fuel mileage complaint i check the fuel trims and if they are near zero then the engine id running fine and the problem is some ware else
