just put on new cap rotur was running now will not start also put old cap rotur on to try old one same thing.turns over will not start

The firing order is as follows: 1,3, 4, 2. If it still won't start, make sure that you have the rotor on correctly and check all connections going to and from the distributor, making sure that there are no loose or disconnected connections. Hope that this helps.
