Ford Repair: Radiator Fan, thermostat switch, automotive electrical systems

I have replaced the thermostat, and the thermostat switch, but my radiator fan still won't come one.  I have a 89 Ford Escort, could the problem be in the Engine Cooling Fan Control?  If not what else could it be, and how can i fix it.  
Answer -
Make sure the fan itself works, hook it directly up to 12v.  If that doesnt do it, check the fuse, recheck the thermostat relay, and then start checking the power that runs from the ignition switch to the thermostat relay.

What does the ignition switch to the thermostat relay have to do with the radiator fan. At this point the mechanic is going to run a wire to a switch so that I can turn the fan on by hand when the car gets too hot.  We tired to replace the Cooling Fan Relay, but that did'nt work.

What does the ignition switch to the thermostat relay have to do with the radiator fan?  Dont bother to ask me questions if your too stupid to understand the basic principals of automotive electrical systems.  Hooking a manual switch in your car works, and its probably the only solution you or any of the hillbilly mechanics in your area would know how to do.
