Ford Repair: heater warm air, ford crown vic, high pressure hose

Question
Ken, my heat has been luke warm inside the car I have tried every thing.  New rad cap, new thermostat, bled air,checked level of antifreeze.  Q. Do I have a water flow valve to the heater core I checked everywhere and can't find one? Oh I also flushed out the core with high pressure hose.  I am ready to go off any ideas before that happens.

Like brand new except the heat.

i would check the control cables, that control the heat from hot to cold.also check the radiator hoses.the lower hose has coil wire in it.start the car,as it warms up see if it collapes.i would also change the heater core if all else fails.hope this helps.
