Honda Repair: 99 honda civic wont start, honda civic dx, battery cables

My 99 honda civic dx won't start. (car is stick shift) The battery is fine, and not the problem.  When I turn the key the car won't crank up, and the check engine light does NOT come on at all.  The car doesn't make a clicking noise, and doesn't make any effort to turn on, I only hear for about 2 seconds a subtle sound that sounds like its coming from the back so I can only guess thats noise from the fuel pump? but its not a sound that u can hear unless its completely quiet. I was told by my neighbor I need a starter relay? could you please advise.. thanks

How many volts does the battery have? How have you verified that it is fine?

The first thing I would do is clean and tighten the battery cables and have it tested (even though you think it's fine).

If there is no power to anything it must be a problem with one of the main connections either at the battery or maybe the relay center under the hood.
