does this light come on when i need to fix the car, or just at designated mileages?

This light is simply a reminder to change the oil. After you do that you can reset it by following this procedure:

Turn off the engine.
Press and hold the select/reset button, then turn the ignition switch to the ON position.
Hold the select/reset button until the indicator light resets. This will probably take about 10 seconds.
