Honda Repair: 99 honda civic A/C, fuse box, electrical fire

My sisters cars A/C compressor only kicks on when we pull the fuse and jump it with a wire. We have switched the fuse with an identical fuse in the cars fuse box under the hood. Nothing happened. Shouldnt swaping fuses work?

Sounds to me like the internals of the compressor (electrically speaking not mechanically) are failing. I would recommend replacing the compressor. It is unsafe to jump a wire to the compressor period! You are overloading/force feeding the component. Which could lead to damage of belts or an electrical fire. The fuse is not the problem the pump is.
