Honda Repair: 1997 Honda Civic Accel/Decel, steady position, fuel pumps

Question
QUESTION: 1997 Honda Civic 1.6 SOHC 150k, otherwise perfect condition. Accelerates and decelerates slightly when driving in most conditions. Doesn't seem to be shifting, rather engine increases RPM slightly, then decreases RPM. It is rather constant and noticeable. I'm concerned that it could be the beginning of a transmission problem. I'd love better news.

ANSWER: Justin, automatic transmission? Or manual? I need more details! Please describe -exactly- the situation. I don't think that the issue is your transmission. I have an idea but want your feedback first. Let me know in a follow up.

---------- FOLLOW-UP ----------

QUESTION: Sorry it's an automatic. When accelerating, with the throttle in a steady position, the engine will rev slightly higher, then slow down. This happens repeatedly throughout the acceleration.

When cruising, with the throttle in a steady position, the the engine does the same thing. The car feels like it wants to take off, then slows back down.

Observing the RPM gauge, the increase is just a few hundred RPM. For example, cruising at 50 in 4th gear at 2000RPM, the engine will suddenly increase to 2200RPM; accelerating slightly. This lasts a second or two then the engine returns to it's previous state for a few seconds. Then it accelerates again. It is suddle, but noticeable.

Answer
Very odd situation. The car is surging. So, either the computer is doing it? Or it is a mechanical malfunction. I almost want to tell you that the problem is the throttle cable. But, not 100% now that you provided more information. When was the last time you did the tune-up? Spark plugs, spark plug wires, distributor cap and rotor. Fuel filter? This also sounds like the fuel pump is about to fail too. Fuel pumps in these cars fail about 120k to 150k. You need to kind of do some diagnostic research. Spendy if you are paying someone. First, have the fuel system evaluated properly. Make sure they test the fuel pressure. If you decide to just replace the fuel pump replace the fuel filter too! You can find out the specs on the fuel pressure by researching online or contacting a local dealership. Next, have the timing checked too.
