Honda Repair: 93 Civic Si wont give spark, and wont turn on fuel pump, p28 ecu, d16z6 engine

Question
Hey Travis, I have a 1993 Civic Si with the D16Z6 engine. I went to eat one day, got food, and when I came out, the car wouldn't start. The car isn't actuating the fuel pump, however when I jump the fuel pump off the battery, it works fine. Also, the car isn't getting spark. I have checked the main relay, it checked good (even bought a new one). Replaced the P28 ECU and another TD-42U distributor. Nothing has changed my no start condition. Heres the thing. I bought the P28 from eBay, and got the TD-42U from a local scrap yard. Im thinking I may have got a bad part, but am not sure... Is there ANYTHING else I might want to check to help me out? I've been having to drive my 08 Tundra everywhere, and it's just drinking the fuel! Thanks!

Answer
Hi Corey, when you turn the ignition to the start position does it do anything? Does it click, lights come on, anything, or nothing? Sounds to me like this is an electrical issue somewhere in the car. Start by inspecting all engine grounds and make sure they are connected. There should be 3 under the hood. Check all fuses, under hood and interior with a test light to verify proper functionality. Then pull the lower back seat and inspect all connections at the fuel pump. Check for power at the fuel pump too. The fuel pump has a relay that could be causing the problem as well. After doing all that you are gonna have to take the car to an electrical diagnostic specialties shop for some diagnostic time but they should be able to pinpoint the problem. Good luck...
