Honda Repair: Starting temperment, civic del sol, fuel pump

My 95 Civic Del Sol has left me stranded at the ship, due to the fact that it has been pausing before priming the fuel pump for a few days now, and now it has just refused to prime at all.  Sometimes it pauses for a few seconds,then primes, but sometimes it will go almost a half an hour before it finally kicks in.  I expect it is the relay under the panel, but I am not sure.  The fuel pump and ECU are both new, so there isn't much more to look after.  Can you give me a solid enough answer to validate spending the money on a new relay?

Sounds like you know where the main relay is, good.That seems like its going to be the problem. You can do one of two things to check that. Easiest is, when it doesn't start hit the relay with something like a screwdriver handle, it should start while tapping on it unless its really bad. Second is take the relay out, and take it apart. look for completely broken solders or  burnt solders.
