Honda Repair: Turns off, fuel injection cleaner, car stalls

I have a Honda Accord, 1992 with 258K miles.  It's been running well up until recently.  I have 2 problems.  First one, if the car stalls I have to wait 3-5 minutes before it will start again.  If I try it before the 3 minutes, it just sputters and won't turn over and then I have to wait another 3 minutes.  Second and newest problem, as I'm driving especially at low speeds the car will lose power.  I thought maybe the second one was a fuel filter problem, so I added some fuel injection cleaner,however it still happens sporadically and seems to be getting worse.  Someone on the street had mentioned that the first problem was something to do with a capacitor/resisitor in the panel to the right of the steering wheel.  Any help?  Inexpensive solutions, if possible.  Thanks

Samantha, This  sounds like you need to replace your spark plugs, if the problem continues then try to have your distributor checked, and if that still does not fix the problem it very well could be your fuel filter clogged or contaminated with water or debris. This also relates to your other problem as well. Let me know the  results
