Honda Repair: 1992 Honda Accord fuel mileage/no code, fueleconomy gov, ntk sensors

I have a 1992 Accord 2.2 I just bought about a month ago. It had been sitting and has just over 90K miles. The mileage has been about 19 in town and 23 on the road which seems really low, however this last tank was only 16 mpg. I have a manual and I am a former Ford technician. I jumped the Service Connector to check for codes and the check engine light remained on steadily. It does not come on when driving but does on the test out period when first turning on the ingnition. I have some other issues with idle quality but overall the vehicle runs good. I suspect it is not going into closed loop and only running on the preset values. Does it sound like an ECM problem to you? That would be my suspicion since the light stays on steady when trying to check for codes. Thanks, Rick

gas prices getting to the ford guy huh? :p

honda ecus about never go out (ive only changed 1, ever. wasn't engaging the egr on a 92-93 integra)

a good injector cleaning/decarbon (where the rail is disconnected and cleaner run straight into it) goes a long ways. that will help the idle as well.

the light staying on with the scs jumped means there are no codes.

i would bet the timing belt has never been done and is giving some slack. and as well as the valve clearances.

so my vote goes to..
-T-belt
-injector cleaning (which you should know very well with your ford history)
-valve clearances
-change the plugs, if not a general tune up

the O2 sensor is possible if it has a bosch piece of crap in it. needs OE only. although if you do one, you should check a parts store first. bosch has been repackaging NTK sensors lately.

also honda trannys need to be well taken care of. since it has been sitting i would flush it, then do a drain/fill service every other oil change.
