Answer
Hey Harp,

This going to be hard without getting my hands on it but we'll give it a shot. The code 4 is not a listed code for that year Honda accord. usually it indicates a faulty ECU. Make sure they put a New not used ECU in your vehicle and make sure it is the right part # for your accord. Also check the ground for the ECU. Usually they are on the thermostat housing. The not starting sounds like it could be related to the code. Also it may be the PGM-FI relay which is an extremely common failure on all Hondas. To check the relay turn the key to the on position but don't start the vehicle. The check engine light will come on for its bulb check and go out after about 5 seconds. When it goes out you should hear a slight click from under the dash. If this click is not heard than it usually indicates a faulty relay. That relay is also the fuel pump relay. Here is another thought: I know many techs have been all over this car but has anyone checked all the fuses? You would be surprised how many guys overlook something so simple! The idle problem could be a vacuum leak or a fast idle valve but again without being physically with the car to test it out I could make numerous guesses. Those are just the most common. Hope this helps and if you have any more questions please feel free to contact me!
