the reason your car fails the emissions test is because your rings in your cylinders are burnt up and you are loosing compression. that, or your fuel is just running way too rich. this sounds like a problem that would have to be fixed by a Certified Honda mechanic. try running a few gallons of high octane gas through your motor and see if that doesnt clean up your carbon buildup on the pistons. they should also sell additives at walmart that can help.
