Honda Repair: 98 crv ex, radio code, deterent

I am trying to help my neighbor get his car started, he pressure washed his engine and it hasnt started since.  It turns over but wont start. It has sat for nearly a week.  He has a new battery and I did help him with his radio code but he also has a small black something?(maybe an alarm), with 4 buttons on it (sits below ignition) it has a green flashing light and a red one if you push the buttons. It says ac professional on it and has a wiring harness that runs under the dash. I am wondering if its some sort of theft deterent that needs a code or something.  My neighbor doesnt have any kind of code for it and the previous owner doesnt even know what it is.  Please help!!!

its only a Air Conditioning unit not to worry, take the dizzy cap off and sparkplug leads off and blow out with a air compressor, and any other place where you think water could be sitting undo it and blow it out, just a suggestion make sure the engine is warm before he water blasts it again so no condensation gets anywhere.
