Honda Repair: 1987 honda prelude fuel pump, honda prelude, starter fluid

I have a 1987 Prelude si, That will not start. It was run very low on fuel but not 100% empty..Turns over but will not start..No sound coming from the fuel pump..Also where is the fuel filter located? It will run but rough when starter fluid is sprayed in the air filter compartment....Thank you in advance...Daniel

The fuel filter is next to the pump and there is another one coming up by the passengers side fire wall inside the engine bay, Find the fuel pump fuse pull it out and wait about 10 mins, turn your ignition on and put fuse in to give the pump a jolt incase something has gone thru it, and put some more fuel in it :)
