Honda Repair: 90 Honda Accord EX Alternator Belt Tightening, shade tree mechanic, alternator belt

Just had the alternator belt and other belt - not sure what it's called - replaced by a "shade-tree mechanic" (I KNOW!) and one of them is still squealing...which I'm 99% sure is the alternator belt.  When I looked to see where to adjust the belt I found a bolt lying on top of another part just below alternator (water pump?) which is about 3" long, has a flat, round head, threads only on middle section, and a tapered end.  Questions: Where did this bolt come from?  &  What size wrench adjusts (tightens) alternator belt....10mm?  Should I try belt dressing before tightening?  THANKS!

Not sure what that bolt is but it sounds like you may want to have someone else look at it and make sure its properly installed.  There is a bolt in the top of the alternator and one in the bottom of the alternator that must be loose and there is a long bolt that threads in from the front that is supposed to adjust the alternator to tighten the bolt.  Sounds like someone didn't know what they were doing.  By the way, the part under the Alternator is the A/C compressor.  The water pump is located behind the timing covers and you can't see that one.
