Honda Repair: speedometer jumping on 86 Honda Accord, speedometer cable, honda accord

Question
The speedometer on my 86 accord is wiggling back and forth at several speeds. At high speed it may be wiggling between 60 and 70 mph. At low speed the wiggling motion is less. Also, there is a tic-tic sound coming from the driver side of the hood that synchronize with the wiggling motion. It's like the wiggling of the speedometer is producing the tic-tic sound.

After the car is warm and driven for about 10 minutes the car start responding "irregulerly" to the gas pedal. As if it's getting fuel cut off. But if I ease off the gas pedal and slightly press it the car will respond but it will be moving slowly. Sometimes it will just die and it will start right back.

I have replaced the two fuel filters and a transmission guy replaced the "union" at the transmission end of the speedometer cable but the provide still persists.

My question is:
Is the speedometer cable the problem? And if it is how do you remove the cable from the dashboard end?
Or is the problem something else? Thanks your help.

Answer
I would start by checking the cable.  Don't remember if you can reach the cable from under the dash or if you have to remove the top dash trim from around the gauge to get too it.  Haven't had to work on one of those in a long time.  You can try and lubricate the cable first before you go and replace the speedo assembly.
